There are kits you can buy that convert a gasoline car to run on natural gas. anything can pass emissions burning that fuel. If this is inconvenient, you can switch back to gasoline.
There are shops that can add smog control to a foreign car, but that is way too expensive.

Titling it & registering it should not be a problem - u need the registration card before u can get it inspected.

When l lived in New Jersey, the only emissions control they visually checked was the catalytic converter. Outside of that, if it passed the tailpipe test, the inspector never lifted the hood to see if everything else was supposed to be there. Unless they now do a visual inspection under the hood, u might get it through by adding a cat & tuning it up so it is running well.

If that does not work, keep an eye out for a used '76 Lancia on e-bay, or other used car adverts. They're usually pretty cheap, since nobody wants them ($400-800 for the typical rust-bucket Beta), & that'd give u an emissions legal head & carburetor to transplant onto ur car. Tune up parts for these r still available, so u should get it through emissions once you've got the right setup.

Another option might be to get a fuel injection system from an '80-'82 Beta. That will definitely pass, run better, & probably give u another 40 horsepower to boot.

Barring that, l think New Jersey still issues waivers for emissions inspection. If u can document that you've spent $700 attempting to repair it, & it still wo not pass, they should grant u a waiver to allow to to use the car. Hope this helps.
